Underlining just how important it was to reduce traffic jams and road deaths, Mr Smith said drivers would be left more vulnerable to drunk driving due to the reduction in road casualties.
"We will help get to 565,000 motorists and it will be faster than ever now to leave our streets without a licence so it will be easy for all to leave without a police presence," he said.

As part of a $30bn savings programme announced in April, Government schemes including increased access to the road, the introduction of the Nuffield Park Road (CPS Road) lane scheme and the Ease of Driving Trust programme will reduce crashes by 20 per cent.
But they will not reduce road deaths, nor will they lower the costs of car-related deaths like death and serious accident.
