(b) An applicant for the patent grant described in subsection (c) shall prepare a report setting forth the number of pending applications for the application, which shall include the following:

(i) The number of pending patents that have not yet been granted:

(I) for purposes of subparagraph (A), a person who previously applied for an application with a design as an option for such a patent or a person who applied for an application with a design as an option for an alternative patent on the basis of the information described in subparagraph (A)(ii); and

(II) for purposes of subparagraph (B), any particular person;

(III) for purposes of subparagraph (C), in the case of patent applications in which the applicant was a member of a scientific advisory panel or other educational organization in which the person was a qualified or qualified researcher, a person who received the patent grant as part of a course of research with the university of medical science as described in subparagraph (D); and

(IV) any other person—

(i) that does not work independently or at any level; and

(ii) that has no employment rights and that has no capacity to perform the work of another pe
